تعلن شركة البريقة لتسويق النفط عن تأهيل مسبق لعطاء توريد وتركيب منظومة الحماية المهبطية وذلك طبقاً لمجال العمل والذي يتلخص في البنود الأساسية التالية:
المجموعة 1
1. خط (8-10-16) بوصه من مستودع الزاوية الي مستودع طرابلس .
2. خط 6 بوصة من مستودع طرابلس الي محطة كهربا ء السواني .
3. خط 10 بوصة من مستودع طرابلس الي مستودع مطار طرابلس .
المجموعة 2
1.خط (4-6) بوصة من ميناء الشعاب الي مستودع الهاني.
المجموعة 3
1. خط 8 بوصة من الرصيف البحري مصراتة الي الكلية الجوية مصراتة.
المجموعة 4
1. خط (8-12) بوصة من الرصيف البحري مصراتة الي مستودع مصراتة.
2. خط 18 بوصة من الرصيف البحري مصراتة الي مستودع مصراتة.
3. خط 18 بوصة من الرصيف البحري مصراتة الي مصنع الحديد والصلب.
المجموعة 5
1 . خط (20-10-8) بوصة من الرصيف البحري الجديد بنغازي الي مستودع
رأس المنقار .
2. خط 10 بوصة من الرصيف البحري الجديد بنغازي الي الرصيف القديم .
المجموعة 6
الي مستودع طبرق . 1. خط 10 بوصة من المحطة المساعدة طبرق
المجموعة 7
1. خط W1 من مستودع الزاوية الي مستودع الجميل.
2. خط W2 من مستودع الزاوية الي قاعدة عقبة بن نافع.
وذلك طبقا لمجال العمل الذي يتلخص في ألاتي :
1. حفرأبار مع تغليفها بأنابيب لوضع الانودات داخلها .
2. توريد وتركيب أنودات لمنظومات الحماية (MMO Anodes) وصناديق التوصيل.
3. توريد وتركيب محولات وسياج لكل منها .
4. توريد ومد الكوابل الخاصة بلمنظومات وربطها بصناديق التوصيل .
5. توريد وتركيب مانعات الشرارة للفلانجات والوصلات العازلة .
6. القيام بجميع الاختبارات والتجارب الاولية لتشغيل المنظومات .
7. ازالة المحولات الكهربائية وصناديق التوصيل القديمة ونقلها للمخازن .
فعلى الشركات الوطنية والأجنبية والمتخصصة في هذا المجال والتي تأنس في نفسها الكفاءة والقدرة ولديها الإمكانية الفنية والمالية وترغب في المشاركة في التأهيل المسبق للعطاء تقديم المستندات التالية:
▪ ملف الشركة ويحتوي على طلب إبداء الرغبة للمشاركة في العطاء موجه للجنة العطاءات العليا ومستندات التسجيل سارية المفعول في ليبيا (عقد التأسيس -النظام الأساسي -مستخرج رسمي من السجل التجاري -رخصة مزاولة النشاط -إثبات القيد بالغرفة التجارية -شهادة إثبات السداد الضريبي).
▪ الوضع المالي للشركة لآخر ثلاث سنوات مالية معتمد من مراجع قانوني.
▪ شهائد الخبرة السابقة في تنفيذ مشاريع مشابهة لمجال العمل المطلوب مدعومة برسائل من الجهات التي تم التعامل معها في السابق.
▪ قائمة بالكادر الفني والآليات والمعدات اللازمة لتنفيذ المشروع.
▪ بيان بعنوان الشركة الرئيسي وفروعها وأرقام الهواتف والبريد المصور والبريد الإلكتروني وموقع الشركة بشبكة المعلومات الدولية.
❖ ملاحظات هامة:
✓ سيكون التعامل مع الأشخاص المخولين رسمياً من قبل الشركات المتقدمة للمشاركة.
✓ يسمح للشركات غير المسجلة في ليبيا بالمشاركة في العطاء شريطة ان تتوفر فيها الشروط المالية والفنية المذكورة بهذا الإعلان مع تقديم تعهد بان تقوم بالتسجيل لدى الجهات المختصة بالدولة الليبية وتقديم المستندات القانونية في مدة أقصاها ثلاثون يوما من تاريخ اخطارها بنية الترسية عليها.
✓ تقدم جميع المستندات المذكورة أعلاه في نسخة ورقية ونسخة الكترونية.
✓ تسلم المستندات إلى أمين سر لجنة العطاءات العليا في مظروف مغلق عليه اسم المشروع ومعنون إلى لجنة العطاءات العليا / شركة البريقة لتسويق النفط بمقرها الكائن بمبنى الإدارة المالية، طريق المطار، بالقرب من مستودع طرابلس النفطي.
✓ الدعوة للمشاركة في العطاء وتسليم كراسة المواصفات والشروط العامة ستكون فقط للشركات المؤهلة وفقاً للتقييم ونتائج التأهيل.
آخر موعد لتقديم المستندات الساعة 12:00 ظهر يوم الاحد الموافق 24/09/2023م
سيتم استبعاد أي ملف غير مستوف للشروط والمستندات المطلوبة
Brega Petroleum Marketing Company intends to announce the above-mentioned Tender for the pre-qualifications to supply & install cathode protection system for pipelines in according to the scope of work which is summarized in the following essential items:
CP system 1
1. (8-10-16) inch pipeline from Zawia depot to Tripoli depot.
2. 6-inch pipeline from Tripoli depot to Swany electric station.
3. 10-inch pipeline from Tripoli depot to Tripoli Airport depot
CP system 2
1. (6-4) inch pipeline from Shabe jetty to Alhany depot.
CP system 3
• 8-inch pipeline from Masrata jetty to Masrata AF academy.
CP system 4
1. (8-12) inch pipeline from Masrata jetty to Masrata depot.
2. 18- inch pipeline from Masrata jetty to Masrata depot.
3. 18- inch pipeline from Masrata jetty to steel factory.
CP system 5
1. (8-10-20) inch pipeline from Bengasi new jetty to Bengasi depot.
2. 10- inch pipeline from Bengasi new jetty to Bengasi old jetty.
CP system 6
1. 10- inch pipeline from Tubrok booster pumping station to Tubrok depot.
CP system 7
1. W1 pipeline from Zawia depot to Gamal depot.
2. W2 pipeline from Zawia depot to Watya Air force.
According to scope of work which summarized in the essential items:
1. Drill deep well ground beds with casing.
2. Supply & install new transforms and fences.
3. Supply & install MMO anodes and junction boxes.
4. Supply lay out and connect all cables.
5. Supply & install new spark gaps for existing insulating flanges.
6. Performance of tests commission of the system.
7. Dismantling of the existing electric transformers, junction boxes and transfer them to Brega store.
Both Local and international companies registered in Libya possessing relevant experience with technical and financial capabilities are invited to express their interest in participation to execute this project by submitting their files for the pre-qualification according to the following terms and conditions:
• Provide organisation’s articles of incorporationa cover letter expressing of interest to participate in the tender and the documents for the registration in Libya (Official evidence attesting registration at the commerce registration office, valid business license and valid tax clearance certificate).
• Provide the financial status for the last three years authenticated by a legal auditor.
• Provide previous experience of similar works supported with references.
• Provide the list of technical crews and company’s equipment.
• Full address of the company headquarters and its branches, telephone, Fax numbers, email and website address.
Important Notes:
• Dealing within officially assigned representatives only.
• Companies that are not registered in Libya are permitted to participate in the tender provided that they fulfill the financial and technical conditions mentioned on this announcement, with submitting a pledge to register with the competent authorities in the Libyan state to submit the required documents within a maximum period of thirty days from the date of notification of intention to award.
• Provide all above-mentioned documents in a hardcopy and a softcopy.
• Documents shall be submitted to the secretary of the High Tenders Committee in a sealed envelope addressed to Brega Petroleum Marketing Company/High Tenders Committee, located at Tripoli International Airport Road, Brega’s Finance department building, Tripoli, near Tripoli Oil Terminal.
• The invitation of participation in the tender and handing-over specification and general terms and conditions documents only for companies that found qualified through the pre-qualification evaluation result.
The deadline to submit files is at 12:00 PM on Sunday 24/09/2023
Submitted files without the required documents will be rejected
