تعلن شركة البريقة لتسويق النفط عن القيام بالتأهيل المسبق لعطاء مشروع تطوير غرفة الكهرباء الرئيسية بمستودع مصراته وذلك طبقاً لمجال العمل والذي يتلخص في البنود الأساسية الآتية :-

مسح ميداني للموقع للتعرف على الأعمال الكهربائية القائمة بالمحطة .

تفكيك وإزالة المعدات الكهربائية القائمة .

توريد وتركيب وتشغيل واختبار لوحة الجهد المتوسط (MV) (12Kv) ,

توريد وتركيب وتشغيل واختبار لوحة الجهد المنخفض (PC-1) , (0.4kv).

توريد وتركيب وتشغيل واختبار لوحات التحكم في المحركات (MCC) , (0.4kv).

توريد وتركيب وتشغيل واختبار لوحة التيار المستمر (DC) , (Vdc 110)

توريد وتركيب وتشغيل واختبار منظومة مصدر الطاقة الغير منقطع الاحتياطي (UPS).

توريد وتركيب بطاريات Ni-Cd ) 8 ساعات احتياطية).

توريد وتركيب وتشغيل واختبار عدد (1) مولد كهرباء سعة (700Kva).

تنفيذ بعض الأعمال المدنية والمتمثلة في الاتي :-

(أعمال طلاء الجدران من الداخل والخارج – أعمال الطلاء والسفح بالحصى لكلا من أبواب المدخل والسلالم المعدنية والدرابزين والسياج المعدني والأعمدة – أعمال إصلاح / استبدال الأرضية المعلقة والسقف المعلق – أعمال إصلاح / استبدال منظومة التهوية والإنارة – أعمال الاساسات للمولد – أعمال توريد وتركيب الحصيرة المطاطية لأرضية المحطة – أعمال توريد وتركيب السياج الحديدي حول مبنى لوحة (12Kv)) .

إعداد وتجهيز مجموعة كاملة من الرسومات الهندسية حسب التنفيذ لتقديمها في نهاية المشروع.

فعلى جميع الشركات الوطنية والأجنبية المتخصصة في هذا المجال والتي تأنس في نفسها الكفاءة والقدرة ولديها الإمكانية الفنية والمالية وترغب في المشاركة في التأهيل المسبق للعطاء تقديم المستندات التالية:

ملف الشركة ويحتوي على طلب إبداء الرغبة للمشاركة في العطاء موجه للجنة العطاءات العليا ومستندات التسجيل سارية المفعول في ليبيا (عقد التأسيس -النظام الأساسي -مستخرج رسمي من السجل التجاري -رخصة مزاولة النشاط -إثبات القيد بالغرفة التجارية -شهادة إثبات السداد الضريبي).

الوضع المالي للشركة..

قائمة بالأعمال السابقة مشابهة لمجال العمل.

تقديم قائمة بالكادر الفني والآليات والمعدات اللازمة لتنفيذ المشروع.

بيان بعنوان الشركة الرئيسي وفروعها وأرقام الهواتف والبريد المصور والبريد الإلكتروني وموقع الشركة بشبكة المعلومات الدولية.

تقديم جميع المستندات المذكورة أعلاه في نسخة ورقية ونسخة إلكترونية.

ملاحظات هامة:

سيكون التعامل مع الأشخاص المخولين رسمياً من قبل الشركات المتقدمة للمشاركة.

يسمح للشركات الغير المسجلة في ليبيا بالمشاركة في العطاء شريطة ان تتوفر فيها الشروط المالية والفنية المذكورة بهذا الإعلان مع تقديم تعهد بان تقوم بالتسجيل لدى الجهات المختصة بالدولة الليبية وتقديم المستندات القانونية في مدة أقصاها ثلاثون يوما من تاريخ اخطارها بنية الترسية عليها.

يجوز ان يقدم الملف من عدة مقاولين بالتضامن فيما بينهم مع مراعاة الضوابط التالية:

أن يتم التضامن بموجب إتفاقية مبرمة بين الأطراف المتضامنة ومصدق عليها من جهات الاختصاص وفقا لأحكام التشريعات النافذة.

أن تتضمن اتفاقية التضامن التزام المتضامنين مجتمعين ومنفردين بتنفيذ كافة الاعمال والخدمات المطلوبة .

أن توضح الاتفاقية الممثل القانوني لأطراف التضامن امام الشركة لاستكمال إجراءات التعاقد.

لا يجوز لأحد المتضامنين التقدم بعرض منفرد او التضامن مع متنافس اخر للمشروع.

تقدم جميع المستندات المذكورة أعلاه في نسخة ورقية ونسخة الكترونية.

تسلم المستندات إلى أمين سر لجنة العطاءات العليا في مظروف مغلق عليه اسم المشروع ومعنون إلى لجنة العطاءات العليا / شركة البريقة لتسويق النفط بمقرها الكائن بمبنى الإدارة المالية ، طريق المطار بالقرب من مستودع طرابلس النفطي.

الدعوة للمشاركة في العطاء وتسليم كراسة المواصفات والشروط العامة ستكون فقط للشركات المؤهلة وفقاً للتقييم ونتائج التأهيل.

آخر موعد لتقديم المستندات الساعة 12:00 ظهر يوم الاحد الموافق 22/01/2023م

سيتم استبعاد أي ملف غير مستوف للشروط والمستندات المطلوبة.

Pre-Qualification Announcement Of Refurbishment Of Electrical Substation in Misurata Terminal

Brega Petroleum Marketing Company intends to announce the Pre- qualification to Refurbishment Of Electrical Substation in Misurata Terminal which is summarized in the following essential items:-

Site survey to identify the existing electrical works in the substation.

Dismantling / Removal works of existing electrical equipment.

Supply, install, commissioning & test of (MV), (12Kv).

Supply, install, commissioning & test of LV Power Centre (PC-1), (0.4kv).

Supply, install, commissioning & test of LV Motor Control Center (MCC), (0.4kv).

Supply, install, commissioning & test of DC Panel 110 Vdc .

Supply, install, commissioning & test of Auxiliary (UPS) System .

Supply of new Ni-Cd batteries, back-up 8hrs.

Supply, install & Commissioning & test of (1) Diesel Generator (700Kva).

Implement of some civil works represented in the following:-

(Indoor & outdoor walls painting works – Paint & grit blasting works for entrance doors, metal stairs, handrails, metal fences & columns – Repair / Replacement works of the raised floor and false ceiling – Repair / Replacement works of the ventilation system and lighting – Foundation works for the generator – Supply & install rubber mats for station floor – works of supply & install the Metal fence around the (12Kv) building).

Prepare & provide a complete set of Engineering Drawings (As Built Drawing), at the end of the project.

For all Local and Foreign companies that specialized in this field and have possessing relevant experience with technical and financial capabilities are invited to express their interest in participation to execute this project by submitting their files for the pre-qualification according to the following terms and conditions:

Provide organisation’s articles of incorporation cover letter expressing of interest to participate in the tender and the documents for the registration in Libya (Official evidence attesting registration at the commerce registration office, valid business license and valid tax clearance certificate).

Provide the financial status.

Provide a list of previous reference in a similar works.

Provide a list of technical staff, machinery and needed equipment to implement the project.

Full address of the company headquarter and its branches, telephone, Fax numbers, email and website address.

Provide all above-mentioned documents in a hardcopy and a softcopy.

Important Notes:

Dealing within officially assigned representatives only.

Companies that are not registered in Libya are permitted to participate in the tender provided that they fulfill the financial and technical conditions mentioned on this announcement, with submitting a pledge to register with the competent authorities in the Libyan state to submit the required documents within a maximum period of thirty days from the date of notification of intention to award.

The files can be submitted by several contractors in solidarity with each other, taking into account the following controls:

The solidarity must be carried out under an agreement concluded between the solidarity parties and ratified by the competent authorities in accordance with the provisions of the legislation in force.

The solidarity agreement should include the obligation of the Solidarity members, collectively and individually, to carry out all the required works and services..

The agreement should clarify the legal representative of the solidarity parties in front of the company to complete the contracting procedures.

It is not permissible for any of a Solidarity members to submit a individual offer or Solidarity with another competitor of the project.

Provide all above-mentioned documents in a hardcopy and a softcopy.

Documents shall be submitted to the secretary of the High Tenders Committee in a sealed envelope addressed to Brega Petroleum Marketing Company/High Tenders Committee, located at Tripoli International Airport Road, Brega’s Finance department building, Tripoli, near Tripoli Oil Terminal.

The invitation of participation in the tender and handing-over specification and general terms and conditions documents only for companies that found qualified through the pre-qualification evaluation result.

The deadline to submit files is at 12:00 pm on Monday 22/01/2023.
