إعلان عن عطاء للتأهيل المسبق الخاص
بمشروع صيانة خزان الديزل (205) بمستودع طبرق
تعلن شركة البريقة لتسويق النفط عن رغبتها في التأهيل المسبق لعطاء مشروع صيانة خزان الديزل (205) بمستودع طبرق على أن يكون تنفيذ الأعمال وفقاً لمعايير شركة البريقة والمعايير العالمية المعمول بها ويشمل مجال العمل الاتي:
* الأعمال المدنية.
* الأعمال الميكانيكية.
* الاعمال الكهربائية.
* أعمال الطلاء والحماية من التأكل.
* الاختبارات اللازمة.
وعلى الشركات الوطنية والأجنبية التي ترغب في المشاركة في هذا المجال والتي تأنس في نفسها الكفاءة والقدرة ولديها كافة الإمكانيات الفنية والمالية تقديم المستندات التالية:
* طلب إبداء الرغبة للمشاركة في العطاء موجه إلى لجنة التأهيل المسبق وتسجيل الموردين
* الملف القانوني للشركة ويشمل (عقد التأسيس – النظام الأساسي – السجل التجاري – رخصة مزاولة نشاط – شهادة إثبات قيد بالغرفة التجارية – شهادة اثبات السداد الضريبي). على أن تكون جميع المصوغات القانونية حديثةً، وما يعادلها من مستندات فيما يخص الشركات الغير مسجلة في ليبيا.
* الملف المالي ويشمل (الوضع المالي للشركة لأخر ثلاث سنوات معتمد من مراجع قانوني).
* الملف الفني الخاص بالشركة متضمن (المشاريع المنجزة -قائمة بالكادر الفني والآليات والمعدات- شهائد الجودة – شهائد الصحة والسلامة والبيئة).
* رسالة تسجيل من المؤسسة الوطنية للنفط (للشركات الأجنبية).
* بيان بعنوان الشركة وفروعها، وأرقام هواتفها، والبريد المصور، والإلكتروني.
* تسمية مخول عن الشركة مع إرفاق اثبات هوية ساري المفعول .
* تقديم ملف الشركة بنسخة ورقية ونسخة إلكترونية.
* يجوز ان يقدم الملف من عدة مقاولين بالتضامن فيما بينهم مع مراعاة الضوابط التالية:
أ- أن يتم التضامن بموجب إتفاقية مبرمة بين الأطراف المتضامنة ومصدق عليها من جهات الاختصاص والمتمثلة في محرري العقود داخل ليبيا والتصديق عليها من قبل السفارات والقنصليات الليبية في الخارج وفقاً للتشريعات والاحكام النافذة.
ب- أن تتضمن اتفاقية التضامن التزام المتضامنين مجتمعين ومنفردين بتنفيذ كافة الاعمال والخدمات المطلوبة.
ت- أن توضح الاتفاقية الممثل القانوني لأطراف التضامن امام الشركة لاستكمال إجراءات التعاقد.
ث- لا يجوز لأحد المتضامنين التقدم بعرض منفرد او التضامن مع متنافس اخر للمشروع.
تُسلم الملفات إلى لجنة التأهيل المسبق وتسجيل الموردين بشركة البريقة بمقرها الكائن طرابلس – بطريق المطار/ خلف خزانات النفط، وعبر البريد الإلكتروني ( CVRC@BREGA.COM.LY ).
فعلى الشركات المتخصصة والراغبة في تنفيذ المشروع تقديم كافة المعلومات المطلوبة ابتداءً من يوم 12 /10/2023م إلى نهاية دوام عمل يوم الخميس الموافق 26/10/2023م كآخر موعد لاستلام الملفات، ولن يتم النظر في أي مستند يرفق بعده وسيتم استبعاده.

Pre-qualification announcement
Regarding the pre-qualification for the tender of a project (Maintenance of Tank 205 at Tobruk Terminal) to the following field of works (Civil – Mechanical – Electrical – Painting and Corrosion protection- Required Tests( The implementation of the project will be according to Brega Company and International applicable standards.
For all Local and Foreign companies that specialized in this field and have possessing relevant experience with technical and financial capabilities are invited to express their interest in participation to execute this project by submitting their files for the pre-qualification according to the following documents:
1- provide letter expressing of interest to participate in the pre-qualification submit to (pre-qualification and Registration Committee)
2- Legal file (Include the articles of association or its equivalent for companies not registered in Libya – articles of incorporation – valid business license – valid commercial registration- Valid Tax Certificate).
3- Financial file (Presenting the budget and financial statements for the last three years approved by a legal auditor).
4- Technical file (include certificates of completing of similar previous projects and any other executed projects – List of the technical staff – List of equipment and mechanisms – valid quality management certificates – valid health and environmental safety certificates).
5- Registration Letter of N.O.C for Foreign companies (if any).
6- Full address of the company headquarters and its branches, telephone, Fax numbers, email, and website address.
7- Provide all above-mentioned documents in a hardcopy and a softcopy.
8- Appoint a representative of the company and attach a valid proof of identity.
9- The files can be submitted by several contractors in solidarity with each other, considering the following controls:
a) Solidarity must be carried out according to an agreement concluded between the solidarity parties and ratified by the competent authorities represented by notary inside Libya and ratified by embassies and consulates outside Libya in accordance with the provisions of the legislation in force.
b) The solidarity agreement should include the obligation of the Solidarity members, collectively and individually, to carry out all the required works and services)
c) The agreement should clarify the legal representative of the solidarity parties in front of the company to complete the contracting procedures.
d) It is not permissible for any of a Solidarity member to submit an individual offer or Solidarity with another competitor of the project.
The deadline for submitting documents is the end of Tuesday, 24/10/2023, and any file that does not meet the required conditions and documents will be excluded.
Documents shall be submitted to Pre- qualification & Registration Committee starting on Thursday 12/10/2023 to end of Thursday, 26/10/2023, addressed Brega Petroleum Marketing Company/Pre-qualification & Registration Committee, located at Tripoli International Airport Road, The company’s main building and through the e-mail address cvrc@berga.com.ly.
