Announcement to Pre-Qualification Announcement to Upgrade the Loading Point at Musrata Dept.

تعلن شركة البريقة لتسويق النفط عن التأهيل المسبق لعطاء تطوير نقطة التعبئة بمستودع مصراته وذلك طبقاً لمجال العمل والذي يتلخص في البنود الأساسية التالية:

المكونات: –

منصات (وقود الديزل -وقود الطيران (JET-1) -وقود البنزين -وقود كيروسين منازل)

*الأعمال المدنية: –

إنشاء قواعد لنقاط التعبئة الجديدة وصيانة قواعد نقاط التعبئة القديمة , إعادة إنشاء حجرة المضخات للمنتجات البيضاء والإنارة الكاملة لوحدة التعبئة وحجرة المضخات.

*الأعمال الميكانيكية والكهربائية والآلات الدقيقة: –

– فك وتركيب أذرع التعبئة والمضخات والدعائم والممرات الحديدية وتوريد محركات جديدة لكافة المضخات، وعدادات تعبئة متكاملة وأعمال الإنارة والتوصيلات الكهربائية وتركيب صمامات العزل للمنظومة.

– إجراء الكشف على منظومة التعبئة وملحقاتها واعداد كافة الرسومات المطابقة للتنفيذ واجراء التفتيش والاختبارات اللازمة.

فعلى الشركات الوطنية والأجنبية والمتخصصة في هذا المجال والتي تأنس في نفسها الكفاءة والقدرة ولديها الإمكانية الفنية والمالية وترغب في المشاركة في التأهيل المسبق للعطاء تقديم المستندات التالية:

• ملف الشركة ويحتوي على طلب إبداء الرغبة للمشاركة في العطاء موجه للجنة العطاءات العليا ومستندات التسجيل سارية المفعول في ليبيا (عقد التأسيس -النظام الأساسي -مستخرج رسمي من السجل التجاري -رخصة مزاولة النشاط -إثبات القيد بالغرفة التجارية -شهادة إثبات السداد الضريبي).

• الوضع المالي للشركة لآخر ثلاث سنوات مالية معتمد من مراجع قانوني.

• شهائد الخبرة السابقة في تنفيذ مشاريع مشابهة لمجال العمل المطلوب مدعومة برسائل من الجهات التي تم التعامل معها في السابق.

• قائمة بالكادر الفني والآليات والمعدات اللازمة لتنفيذ المشروع.

• بيان بعنوان الشركة الرئيسي وفروعها وأرقام الهواتف والبريد المصور والبريد الإلكتروني وموقع الشركة بشبكة المعلومات الدولية.

*ملاحظات هامة:

*سيكون التعامل مع الأشخاص المخولين رسمياً من قبل الشركات المتقدمة للمشاركة.

*يسمح للشركات غير المسجلة في ليبيا بالمشاركة في العطاء شريطة ان تتوفر فيها الشروط المالية والفنية المذكورة بهذا الإعلان مع تقديم تعهد بان تقوم بالتسجيل لدى الجهات المختصة بالدولة الليبية وتقديم المستندات القانونية في مدة أقصاها ثلاثون يوما من تاريخ اخطارها بنية الترسية عليها.

*تقدم جميع المستندات المذكورة أعلاه في نسخة ورقية ونسخة الكترونية.

*تسلم المستندات إلى أمين سر لجنة العطاءات العليا في مظروف مغلق عليه اسم المشروع ومعنون إلى لجنة العطاءات العليا / شركة البريقة لتسويق النفط بمقرها الكائن بمبنى الإدارة المالية، طريق المطار، بالقرب من مستودع طرابلس النفطي.

*الدعوة للمشاركة في العطاء وتسليم كراسة المواصفات والشروط العامة ستكون فقط للشركات المؤهلة وفقاً للتقييم ونتائج التأهيل.

*سيتم استبعاد أي ملف غير مستوف للشروط والمستندات المطلوبة.

آخر موعد لتقديم المستندات الساعة 12:00 ظهر يوم الخميس الموافق 09/06/2022م

Brega Petroleum Marketing Co. intends to upgrade the loading point at Musrata Depot according to the scope of work which is summarized in the following essential items:

Consists:-

Gantries (aviation fuel JET-1, diesel, premium gasoline and domestic kerosene fuel).

• Civil Works:-

The Civil works include construction and reconstruction plateau of gantry areas, reconstruction the pump house for white products and lighting of loading point as well as the pump house.

• Mechanical, electrical and instrumentation.

– Replacement of all loading arms, pipes, walkways supports, supply and erect new Motors for all Pumps. Integrated Metering system, lighting works electrical connections and erect isolation valves of the system.

– Apply inspection and testing works required and as built drawings to be provide.

Therefore, both Local and international companies registered in Libya possessing relevant experience with technical and financial capabilities are invited to express their interest in participation to execute this project by submitting their files for the pre-qualification according to the following terms and conditions:

– Provide organisation’s articles of incorporationa cover letter expressing of interest to participate in the tender and the documents for the registration in Libya (Official evidence attesting registration at the commerce registration office, valid business license and valid tax clearance certificate).

– Provide the financial status for the last three years authenticated by a legal auditor.

– Provide previous experience of similar works supported with references.

– Provide the list of technical crews and company’s equipment.

– Full address of the company headquarter and its branches, telephone, Fax numbers, email and website address.

– Important Notes:

– Dealing within officially assigned representatives only.

– Companies that are not registered in Libya are permitted to participate in the tender provided that they fulfill the financial and technical conditions mentioned on this announcement, with submitting a pledge to register with the competent authorities in the Libyan state to submit the required documents within a maximum period of thirty days from the date of notification of intention to award.

– Provide all above-mentioned documents in a hardcopy and a softcopy.

– Documents shall be submitted to the secretary of the High Tenders Committee in a sealed envelope addressed to Brega Petroleum Marketing Company/High Tenders Committee, located at Tripoli International Airport Road, Brega’s Finance department building, Tripoli, near Tripoli Oil Terminal.

– The invitation of participation in the tender and handing-over specification and general terms and conditions documents only for companies that found qualified through the pre-qualification evaluation result.

– Submitted files without the required documents will be rejected.

The deadline to submit files is at 12:00 PM on Thursday 09/06/2022
