Pre-Qualification Announcement for supplying and construction of (2) L.P.G Spheres at TOBRUK Terminal  

الرقم الاشاري للمناقصةTender Reference: TQ (L.P.G spheres) HTC22:

1.      القيام بالأعمال الهندسية والتصاميم وتقديم كافة الخرائط والرسومات المطابقة للتنفيذ.

2.      الأعمال المدنية مثل الاعمال المساحية والاعمال الأرضية (الحفر والردم) وأعمال الخرسانات، الخ.

3.      توريد وتنفيذ عدد (2) خزان غاز كروي سعة (2100 m³) لكل خزان شامل لجميع المعدات اللازمة مثل الصمامات وأجهزة قياس المنسوب والضغط والحرارة ومنظومات إطفاء الحريق والتبريد وغيرها.

4.      توريد وتركيب شبكة انابيب الغاز الداخلية للتوصيل بين الخزانين الجدد وربطها بشبكة الانابيب الداخلية الخاصة بنقطة التعبئة.

5.      اعمال انظمة الحماية كنظام التأريض والحماية المهبطية.

6.      أجراء الاختبارات اللازمة والمعايرة.

7.      تتم جميع التصاميم والأعمال وفقاً للمعايير الواردة في مجال العمل.

فعلى الشركات الوطنية والأجنبية والمتخصصة في هذا المجال والتي تأنس في نفسها الكفاءة والقدرة ولديها الإمكانية الفنية والمالية وترغب في المشاركة في التأهيل المسبق للعطاء تقديم المستندات التالية:

·         ملف الشركة ويحتوي على طلب إبداء الرغبة للمشاركة في العطاء موجه للجنة العطاءات العليا ومستندات التسجيل سارية المفعول في ليبيا (عقد التأسيس -النظام الأساسي -مستخرج رسمي من السجل التجاري -رخصة مزاولة النشاط -إثبات القيد بالغرفة التجارية -شهادة إثبات السداد الضريبي).

·         الوضع المالي للشركة لآخر ثلاث سنوات مالية معتمد من مراجع قانوني.

·         شهائد الخبرة السابقة في تنفيذ مشاريع مشابهة لمجال العمل المطلوب مدعومة برسائل من الجهات التي تم التعامل معها في السابق.

·         قائمة بالكادر الفني والآليات والمعدات اللازمة لتنفيذ المشروع.

·         بيان بعنوان الشركة الرئيسي وفروعها وأرقام الهواتف والبريد المصور والبريد الإلكتروني وموقع الشركة بشبكة المعلومات الدولية.

v      ملاحظات هامة:

ü      سيكون التعامل مع الأشخاص المخولين رسمياً من قبل الشركات المتقدمة للمشاركة.

ü      يسمح للشركات غير المسجلة في ليبيا بالمشاركة في العطاء شريطة ان تتوفر فيها الشروط المالية والفنية المذكورة بهذا الإعلان مع تقديم تعهد بان تقوم بالتسجيل لدى الجهات المختصة بالدولة الليبية وتقديم المستندات القانونية في مدة أقصاها ثلاثون يوما من تاريخ اخطارها بنية الترسية عليها.

ü      تقدم جميع المستندات المذكورة أعلاه في نسخة ورقية ونسخة الكترونية.

ü      تسلم المستندات إلى أمين سر لجنة العطاءات العليا في مظروف مغلق عليه اسم المشروع ومعنون إلى لجنة العطاءات العليا / شركة البريقة لتسويق النفط بمقرها الكائن بمبنى الإدارة المالية، طريق المطار، بالقرب من مستودع طرابلس النفطي.

ü      الدعوة للمشاركة في العطاء وتسليم كراسة المواصفات والشروط العامة ستكون فقط للشركات المؤهلة وفقاً للتقييم ونتائج التأهيل.

ü      سيتم استبعاد أي ملف غير مستوفي للشروط والمستندات المطلوبة.

Brega Petroleum Marketing Company intends to announce the pre-qualifications for supplying and construction of (2) L.P.G spheres at TOBRUK Terminal in according to the scope of work which is summarized in the following essential items:

1.        Engineering and design works. Providing all documents and as built drawings.

2.        Civil works for instance: surveying, earthworks (excavation and backfilling), concrete works, etc.

3.        Supply and construction of (2) L.P.G spheres with capacity (2100 m³) for each tank includes all necessary equipments like valves, level pressure, temperature gauges and firefighting and cooling systems, etc.

4.        Supply and installation of L.PG pipe networks to be connected between new tanks and exist pipes to the filing plant.

5.        Supply and install of C.P and earthing systems

6.        Applying of Calibration and necessary tests.

7.        All designs and works should held in accordance to the attached standards and codes mentioned on scope of work.

Both Local and international companies possessing relevant experience with technical and financial capabilities are invited to express their interest in participation to execute this project by submitting their files for the pre-qualification according to the following terms and conditions:

·         Provide organisation’s articles of incorporationa cover letter expressing of interest to participate in the tender and the documents for the registration in Libya (Official evidence attesting registration at the commerce registration office, valid business license and valid tax clearance certificate).

·         Provide the financial status for the last three years authenticated by a legal auditor.

·         Provide previous experience of similar works supported with references.

·         Provide the list of technical crews and company’s equipment.

·         Full address of the company headquarter and its branches, telephone, Fax numbers, email and website address.

v  Important Notes:

ü  Dealing within officially assigned representatives only.

ü  Companies that are not registered in Libya are permitted to participate in the tender provided that they fulfill the financial and technical conditions mentioned on this announcement, with submitting a pledge to register with the competent authorities in the Libyan state to submit the required documents within a maximum period of thirty days from the date of notification of intention to award.

ü  Provide all above-mentioned documents in a hardcopy and a softcopy.

ü  Documents shall be submitted to the secretary of the High Tenders Committee in a sealed envelope addressed to Brega Petroleum Marketing Company/High Tenders Committee, located at Tripoli International Airport Road, Brega’s Finance department building, Tripoli, near Tripoli Oil Terminal.

ü  The invitation of participation in the tender and handing-over specification and general terms and conditions documents only for companies that found qualified through the pre-qualification evaluation result.

ü  Submitted files without the required documents will be rejected.
