الاعلان عن التأهيل المسبق لعطاء مشروع تحديث وتطوير منظومة الإطفاء بمستودع طبرقتعلن شركة البريقة لتسويق النفط عن التأهيل المسبق لمشروع (تحديث وتطوير منظومة مكافحة الحرائق بمستودع طبرق النفطي).
يقع مستودع طبرق على بعد 18 كم تقريبا غرب مدينة طبرق. المستودع تم انشائه على مساحة اجمالية 420,000 م2.
يكون تنفيذ المشروع وفق مجال العمل المُعد ومتطلبات شركة البريقة التي تتلخص في البنود الأساسية التالية:
يتم تحديث نظام مكافحة الحرائق الموجود في مستودع طبرق النفطي من خلال تحديث مضخات مكافحة الحريق ونظام توزيع مياه الاطفاء ليشمل ايضا نظام إخماد الحرائق.
توريد وتركيب محطة ضخ مياه اطفاء جديدة في المكان المخصص لها بالقرب من منطقة محطة الإطفاء الحالية.
إمدادات مياه الاطفاء يجب أن تعتمد على الخزان المخصص للتزويد والواصل بمياه الآبار من خلال المضخات، خزان الإطفاء يجب ان يتم ربطه باستخدام انابيب مصنعة من الزجاج المقوى بالإيبوكسي (GRE) ويمتد إلى خزانات الوقود ووحدة تعبئة الغاز.
يوجد خزان مياه واحد بسعة إجمالية 6700 م3 لتوفير ما لا يقل عن 6 ساعات متواصلة من مياه الإطفاء في أسوأ الحالات.
توريد وتركيب أربع مضخات رئيسية (مضختان تعملان بمحرك كهربائي ومضختان تعملان بمحرك ديزل). يجب أن توفر كل مضخة 50٪ من الحد الأقصى لمتطلبات مياه الاطفاء في أسوأ الحالات.
توريد وتركيب عدد (2) مضخات حفظ الضغط بحجم مناسب لتعويض التسربات الطفيفة في الاستخدام العام للمياه ولتعويض انخفاض الضغط بشبكة أنابيب مياه الإطفاء.
توريد وتركيب منظومة جديدة متكاملة (bladder skid with network) خاصة بالسائل الرغوي على ان يتم تركيبها في منطقة الخزانات وذلك لضمان امدادات السائل الرغوي للتسهيلات التالية:
– خزانات الديزل من خلال منظومة حقن السائل الرغوي القائمة حاليا.
– خزانات الكيروسين من خلال منظومة حقن السائل الرغوي القائمة حاليا.
– خزانات البنزين من خلال منظومة حقن السائل الرغوي القائمة حاليا.
– خراطيم السائل الرغوي الإضافية المجمعة في جميع الخزانات.
– منصة تعبئة الشاحنات بالوقود.
توريد وحدات السائل الرغوي المتنقلة لحماية محطة مضخات الوقود والغاز وكذلك لحماية نقطة الاستلام الرئيسية الواصلة بالرصيف البحري.
توريد وتركيب نظام تبريد باستخدام رذاذ الماء يدوي التشغيل، للأغراض التالية:
– نظام السائل الرغوي الخاص بخزانات الديزل.
– نظام السائل الرغوي الخاص بخزانات الكيروسين.
– نظام السائل الرغوي الخاص بخزانات البنزين.
– محطة المضخات.
توريد وتركيب منظومة رش المياه للأغراض التالية:
– مخازن التخزين الداخلي.
توريد وتركيب نظام رش السائل الرغوي يدوي التشغيل للأغراض التالية:
– منصة تعبئة الشاحنات بالوقود.
توريد وتركيب أجهزة إنذار وكشف الحريق وكاميرات المراقبة في جميع أنحاء المستودع.
ربط جميع أجهزة إنذار الحريق مع غرفة التحكم من خلال لوحة الكترونية خاصة بمكافحة الحرائق مع إمكانية إرسال إشارات متكررة إلى لوحة محاكاة في محطة الإطفاء.
ضرورة الأخذ بعين الاعتبار حماية حواف العوازل الخاصة بالأسقف العائمة لخزانات البنزين.
ضرورة تنفيذ جميع الأعمال وفقًا للمواصفات الفنية والرسومات الفنية والمعايير الدولية التي سيتم تقديمها مع كراسة الشروط في مرحلة المناقصة.
عليــه، فعلى الشركات المتخصصة في هذا المجال والتي تأنس في نفسها الكفاءة والقدرة ولديها الإمكانيات الفنية والمالية وترغب في المشاركة في التأهيل المسبق للعطاء تقديم المستندات التالية:
ملف الشركة ويحتوي على طلب إبداء الرغبة للمشاركة في العطاء موجه الى لجنة سجل قيد المقاولين والموردين والمستندات التي تدل على أن الشركة قد استكملت إجراءات التراخيص والقيد لدى جهات الاختصاص حسب التشريعات النافذة لأدوات التنفيذ المقيمين بليبيا ويجوز قبول مشاركة الشركات غير المسجلة شريطة التسجيل قبل الترسية في مدة أقصاها ثلاثون يوماً من تاريخ إبلاغها بنية الترسية.
شهادة إثبات السداد الضريبي سارية المفعول
قائمة المركز المالي للشركة.
شهائد الخبرة السابقة في تنفيذ مشاريع مشابهة لمجال العمل المطلوب او مشاريع أضخم.
قائمة بالكادر الفني والأليات والمعدات المقترحة لتنفيذ المشروع.
بيان بعنوان الشركة الرئيسي وفروعها وأرقام الهواتف والبريد المصور والبريد الإلكتروني وموقع الشركة بشبكة المعلومات الدولية.
جميع المستندات المذكورة أعلاه في نسخة ورقية ونسخة الكترونية.

علــي الشركـات المتقدمة للتأهيل المسبق أخذ العلم بأن تـوريـد جميـع المعـدات لزوم إنهاء المشـروع ستكون من خلال قائمـة الموردين والمصنعين المعتمدين لدي الشركـة (Approved Vender List) او بمعرفتها وموافقتها المسبقة.
يتم تنفيذ جميع الاعمال المذكورة بمجال العمل وفق الشروط والمواصفات والرسومات والتصاميم الفنية المرفقة بكراسة الشروط.

Pre-Qualification Announcement for a project (Modernization of Firefighting System at Tobruk Oil Terminal)
Brega Petroleum Marketing Company announces for a pre-qualification for a project (Modernization of Firefighting System at Tubrok Oil Terminal). Tubork Oil Terminal is located about 18km to the west of the city of Tubrok. It is built on total area of 420,000m2.
Project execution shall be according to the prepared scope of work and Brega requirements, which are summarized, in the following essential items:
The existing firefighting system at Tobruk Oil Terminal would be modernised throughout upgrading the firefighting pumping station, firewater distribution system and to include fire suppression system too.
A new firefighting pump station shall be supplied and installed at the existing firefighting -pumping shed located near Fire Station area.
The fire water supply shall be based on dedicated well water supplying storage tank with horizontal fire pumps discharging into a buried glass reinforced epoxy (GRE) firefighter extending to the Tankage Storage and Gas Plant.
There is one water tank with total capacity 6700 m3 to provide a minimum of 6-hour worst-case scenario.
Supplying and installation for four main pumps (two electric motor driven duty pump and two diesel engine driven stand by). Each pump shall deliver 50% of the maximum firewater requirement for the worse case fire scenario.
Supplying and installation two jockey pumps, which are sized to compensate for leaks minor general usage of water from the fire mains network pressure.
A new foam system unit (bladder skid with network) shall be supplied and installed at Tankage Storage Area to supply:
Diesel Tanks existing subsurface foam injection system.
Kerosene Tanks existing subsurface foam injection system.
Gasoline tanks top purer foam system.
Bund foam supplementary hose streams in all storage tankage dikes.
Petroleum Lorry Loading Gantry.
Mobile foam units shall be provided for protection of the petroleum Process Pump station and petroleum pipe-manifold receiving product form the jetty.
A water spray cooling, with manual actuation, shall be provided for:
Diesel Tanks foam system.
Kerosene Tanks foam system.
Gasoline Tanks foam system.
Petroleum Process Pump station.
A water sprinkler system shall be provided for:
Warehouse indoor storage.
A foam water sprinkles system with manual actuation, shall be provided for:
Petroleum truck loading gantry
Fire alarm and fire detection and CCTV, shall be supplied and installed throughout the Tubrok Oil Terminal.
All Fire alarms shall be monitored at a Fire Panel in the Control Room and repeat signals shall be sent to a mimic panel at the Fire station.
CFI gaseous, rim seal protection for floating roof tanks system shall be considered for gasoline tanks.
All works shall be carried out according to technical specifications, DWGs and international standards that will be provided in tendering stage.
Companies possessing relevant experience with technical and financial capabilities are invited to express their interest in participation to execute this project by submitting their files for the pre-qualification according to the following terms and conditions:
• The company file contains a request for expressing the interest to participate in the tender addressed to the Committee of Contractors & Suppliers Registration; documents shall indicate that the company has completed the registration procedures with the competent authorities according to the legislation applicable to the implementation tools residing in Libya.
It is permissible to accept the participation of unregistered companies; However, such companies must register before the award within a maximum period of thirty days from the date of notification of the intention of the award.
• A valid certificate of proof of tax payment.
• Provide the financial position statement for the last three years.
• Provide previous experience of similar or greater works.
• Provide the financial position statement.
List of technical crew and company’s equipment.
• Full address of the company headquarter and its branches, telephone, Fax numbers, email and website address.
• Provide all above-mentioned documents in a hardcopy and a softcopy.
❖ Important Notes:
Companies applied to participate in pre-qualification shall be aware that all required equipment and material for project carrying out shall be supplied throughout Brega’s approved vendor list and / or throughout a written pre-acceptance by Brega.
All required works that listed in scope shall be carried out according to specifications, DWGs and requirements that will be attached to the general conditions brochure.
CVRC, will be restricted to deal with the official authorized representative of the applied company.
Documents shall be submitted to the secretary of the Ccontractors & Vendors Registration Committee in a sealed envelope addressed to Brega Petroleum Marketing Company/ Contractors & Vendors Registration Committee, Ashekh Street, Alnofleen Area , Tripoli or By Email on : cvrc@brega.ly
Invitation to the tender will be restricted for companies whom already been qualified through the pre-qualification works.
Closing date for receiving documents for pre-qualification will be at the end of day (EOD) Sunday 15th, August 2021.
Submitted files without the required documents will be rejected.
